Recruiting agency seeking - leads partner

I am setting up a New recruitment agency startup, and am looking for partnership that brings in leads.

The recruitment company is focused on:

1) UK: placing graduate (or equivalent) to senior level permanent & contract positions in Engineering, Construction, finance, IT, Management/Admin

2) I am also looking to place UK candidates as expats in Gulf (my initial targets are UAE , but am open to the rest of the gulf). I have some contacts in UAE, but could do with more.

I am open to any co-placement business and will be happy to go into commision sharing deals with suitable companies.
