Employers Liability Insurance

I need to take out the compulsory Employers Liability Insurance for a new company, BUT I don't require public liability insurance.

Have contracted a couple of the big fish, including Hiscox and they insist on selling them together...

Anyone know of an insurance company/broker that can quote on this?
