Hi can anyone help me with this, Last year i was renting a industrial unit for storage and the rates were inclusive ie in the rent. to cut a long story short the council are now telling me that irespective as to all my rental invoices stating that rates were incluusive in the rent i being the tenant am liable for the rates, surely this cannot be right as it will mean that i am paying my rates twice.

You need to check your licence/lease agreement, if the landlord has provided you with a document which shows rent and rates are included then the landlord remains liable. A production of the lease/licence to the council with the landlord's details should resolve the issue however the problems come where no paperwork exists or is defective in some way.
