Help needed with "Pre-action protocol"

I have a well documented and evidenced claim against a government department.
Their action of alleged fraud/ misfeasance in public office etc etc.has caused me a considerable loss. I now have the evidence that they have been hiding and previously refused to give me access to that proves my case without doubt.
What I need is help in drafting out a somewhat complicated claim in the form of a "Pre-Action Protocol" and then submitting my claim.
I have a lot of general legal knowledge myself but this is taxing me.
I would be looking for help from a trainee Barister/Solicitor and in return would help with a considerable sum financially upon settlement.
I live in the East Midlands.
