Investigating officer and witness

An investigation is being made against me after a complaint about my alleged conduct at a meeting. There were 4 people at the meeting including myself, the complainant, her daughter, and my line manager.
My line manager was mediating the meeting where the alleged offence took place (athough he did a poor job of it and disallowed me to go away and consider my responses) the original meeting was called after a previous complaint by the same complainant.
I have now been called to attend a 'formal investigation meeting' about my alleged conduct at the last meeting. My line manager has been appointed as the 'investigating officer', is this allowed? My line manager is one of the witnesses to the alleged offence, how can he be appointed as the investigating officer? Something here seems odd.
The head of personnel has been queried about whether this is correct procedure and he has stated that it is allowed.
I am very concerned that I won't get fairly treated, and already am agrieved by what I feel has been unfair treatment of me in the original meeting.
Can someone advise whether this is allowed.
