Quality of the backlink is more important than its quantity. It is really important the link page of the site where the link will be placed is relevant and related to your site. Search engines give more weigh on the relevance of the backlink.

Quality links are best, and i think that Bardford web design is referring to .edu links. In some circles .edu and .gov links are considered very good due to the fact google views them as authority sites, however since that has become common knowledge, everyman and his dog have been getting them, so i think they have less weight now. Good quality links relates to, IMO, relevance to your own websites subject matter and from a good quality website, usually with good pr.
