Yes it is but not by blog commenting.
If the site is interesting and informative then then you can interact with your customers. Offer as discount for a blog post or mention in an article. Get into partnerships with like minded websites and link to each other. Become an expert in your field and do guest posts on influential blogs.
Link building isn't easy. It can take years to build up a decent portfoliio of inbound links which is why I always recommend my clients go for the niche market - you can rank #1 with very little effort.

You need to update your SEO info. Link exchanges are not approved by the search engines, blog comments are mostly no-follow and directory submission is a waste of time. Even articles only work if you are writing loads of them and syndicating.

On page SEO is a must do. It's one thing that is totally under your control.
Backlinks however are highly relevant but the links that do count are not the directory links or blog comments or anything like that. I think you need to take the time to do things like guest blogging and build your own network

I'm sorry,but in my opinion,you should do on-page and off-page seo too.you know spider could crawling more and more site, if you build links on those site, then google could crawling your site,it is a good ting for you,and now more high quality backlinks could make your site stronger than other site.

I agree, content must be well organized, fresh, interesting, keywords.... think about everything. but we must admit that we also need free 'classic' optimisation like directory subs, article submits, product reviews from Amazon.com etc
