Backlinks, Web 2.0 and Blogging

I am a newbie to the SEO scene and was wondering if you guys can help me with some questions:-
If I were to post backlinks on other DoFollow blogs, does the blog page need to be on the same topic as my anchor link. For instance if I had a page on diabetes diet which I wanted to rank higher through backlinking, can I look up blogs with just diabetes related pages or does it specifically have to be diabetes diet. How many backlinks should I create in a day so it looks natural to google but ranks my pag high quickly
If I have a page on a web 2.0 site which is DoFollow and it has already been indexed by google, why has google not picked up the backlink to my blog on that page and is there any way I can get google to crawl the page again and pickup the backlink.
Also, Is it a good idea to automatically publish other peoples articles on my site, and would it effect my other rankings. Would there be an issue in regards to duplicate content

Getting on the topic of diabetes will do the trick. If you are gonna make comments on other health related blogs, it will still count. Doing this manually can't make suspicions on Google.
If you have copied articles published together with your original articles, it won't affect the other page's rankings. That's fine, they have separate pages anyway.

Thanks for the quick reply John, so if I had a page on diabetes diet then I can stick a backlink oto a page about diabetes aswell. That is a big help, I thought I had to look for other blog about diabetes diet

Totally disagree with John. Blog commenting will NOT help your ranking. Google and the other search engines have discounted these links long ago.
Google will index a page when it has a reason to do so. If nothing has changed on the source or target page then it it won't visit again.
If you published someone elses article on your site then the search engines will just ignore your page. The will only display the best match for the search so a duplicate form you won't even register.
There are no shortcuts. Unique informative and interesting articles will attrach Google, copying someone elses work won't.. Manipulating your ranking through blog commenting and other means won't work as Google has enough filters in place to make these links worthless.

Question for John, if I did a search in google for blog contain my keyword and it shows all the blog, how to I find the ones which are not moderated and are dofollow without checking each one.

It is better post comment to the relevant blogs, and i think most web 2.0 site are no follow, you can join in some do follow forum, submit site to bookmark sites.

If I find some relevent blogs for my topic with PR0 and PR1 would this help in getting my site higher up in the search engines or do I need bigger PR blogs.
Whats the best way to find relevent blogs and forums in a particular niche

The PR is irrelevant. Commenting on blogs will NOT help your ranking. There are no shortcuts and easy options. Your primary concern should be to optimise your site for your visitors to ensure it converts well. You then need to market your site. Commenting on blogs is marketing but only if the blog itself is popular. If no body else is commenting (except to promote their sites) then the whole exercise is pointless.

If my site or web page is optimised, whats the best way to actually make me rank higher. I always understood that it was link building.
