Or do you mean the amount of visitors who visit a site then leave without going deeper?

100% is good if the visitor completes the call to action where that action is to make a telephone call. 90% is good if the call to action is to 'buy now'. 10% is good if it's your homepage.

prodomanantly bouncing from the homepage. google analytics has only been working for 3 days and our current bounce rate is 22%. i was wondering if that's a good starting point to work on

Give it a couple of months to settle down and never ever visit your own site (it sqews the results).
