Both serach engines have submission pages. However the best way to get indexed is to get sites that are already indexed to link to you. The next time the index updates your site should be included.

In my opinion the best resource for beginners is an ebook written by brad callen. It covers all the basics (its called "seo made easy"). He wrote it to promote his software which TBH is good software but you need not spend a penny to optimise your website, simply use websites like:

http://www.seochat.com/seo-tools/

They will give you more than enough help for free.

The truth of the matter that real SEO is a lot of work and for most people running a company or a website they do not have the time to dedicate to it. You should do the search engine submissions also you can do free directory submissions to get backlinks which will help to increase your page rank.

Although I support directory submission in general, especially if you have a site thats selling something different, doing directory submissions in the hope it will you a better page rank, forget it, you'll be horribly disappointed, the only way I have ever seen a directory submission doing anything to help pagerank is to pay to have your submission stuck to the top of a category. Otherwise the page the link to your website is on, won't have a page rank, so you won't get a pagerank,
