I heard thats some freelancers making offer about website creation with a already done SEO, is thats true or not?
I just find one website builder Site2you.com but they just making websitie without any SEO and its not a right way.

Any website developer/designer worth their salt will have SEO built into the site. The problem with most outsourcing agencies it they are only interested in the coding.

Depends on the type of site, peospective clients/customers, competitiveness of keywords, marketing plan and so on.

If it's a brochure site, blog or basic e-commerce package then I know a few...

Its goin to be huge news portal, with a budget around 30 000 - 40 000 per each month. What you think?

Well, if you will clearly explaine to me why not to do it, I ll think about it.
First thing that I did, I try to higher someone to create a website for me.
That guy told me that the process will take more then 2 month, I dont have this time...

If the website is as big as you want it to be then even 2 months isn't long enough.

Where are you getting the news from? Are you using RSS, subscribing to a news portal? Writing your own? Where is your target audience? How are you going to market the site? Who is going to be on call 24/7 to look after the site?

Hi in many cases if your website has excessive use of flash and java script than there are some advanced option that is related to design of web site other wise you do not need and as you know the strategies of Google regularly changed so we need keep ou website up to certain knowledge ..
