Say some one owned a lot of domain names, say 20. They all contain keywords relevant to the business of their main site.

Would it be worthwhile in terms of seo to

1) Build very small sites on each domain (4 pages say)
2) write good individual content on each website with the aim of.....
3) Having a link of your main website on each of the 20 websites to boost your links etc and get good SEO

Yep. It would do something.
It's easier to just go get 20 links from other sites than having to build 20 domains.

I've read something about that it's not good doing such strategies, because google will penalize it.

why? I have seen it work just fine provided you do what you said in your first post...

Nah - I can't see that being true...?

For a start - it's easy to make your details private on a WHOIS lookup or to use a registrant code.
Then there's the fact that website's are changing hands every minute of every day - how would Google keep up?

It has been proved though that if you are going to build "micro" site's then you should use different hosting locations (with different IP ranges) rather than just whacking them on one hosting account with the same IP address.
Linking between your own website's is a very good stratedgy (better than just link building with any other site - James ) if done correctly - with good anchor text and unique content etc

It depends on your registrar and if they support "Privacy"...? Because I am "in the business" if you like, I get some stuff that maybe "joe public" doesnt But I can setup domains that look like this in a whois:
owner-contact: <removed>
owner-organization: ID Domain Privacy
owner-fname: Domain
owner-lname: Registrant
owner-street: <removed>
owner-state: <removed>
owner-zip: <removed>
owner-country: UK
owner-phone: <removed>
owner-email: <removed>


Non of the information removed was unique to myself but generic to the registrar that we use - it does cost a little bit extra but can be worth it if you want to stay hidden (stop spammers harvesting you details from WHOIS etc)
I am not 100% that it works on all domain extensions though?
