In case its not been mentioned, the Google page rank bar can be downloaded at http://www.google.com/tools/firefox/toolbar/index.html this lets you see the page rank of any site you are thinking of requesting a link from.
For example this page here has a PR of 3/10 anything over 2/10 has to be worth considering.

PR is a measure of the quality and quantity of your inbound and outbound links.
It has nothing to do with the website ranking. However, a quality inbound links is one that is relevant and with a PR of 5 and above. An inbound link from a PR5 site will not help if the two sites are not relevant to each other. And in any case having a high PR will not mean you get a good rank. In fact google will take another look at your site after a while and reconsider all those links and if they don't seem to do much, have a low relevancy or are just exchange links, your PR can fall very quickley. Don't worry about PR - build a quality site and concentrate of ranking not PR.
