New Premises - Planning for change of use - paying rent durng planning -

Im interested in a shop that requires planning for change of use from A1 to sui generis (spelling)
When negotiating rent, should i expect to pay rent during the planning period? perhaps a reduced rate? or nothing at all? thanks in advance
